think in the long run is a good idea, sometimes moving from one host to another can be big pain in the a.ss, especially if having all kind of databases, scripts… maybe at first is some hosters look more expensive, but better in time…

@Pam: Lunarpages and IX Web Hosting support Java hosting in their basic shared hosting plan; TomCat however, is not included in the standard offer. Hostgator support Java and TomCat (version 4.x) hosting but it is limited to dedicated server, which is expensive - $174/mo the least. My best recommendation based on my limited experience would be Lunarpages ($4.95/mo) but it's running on Resin. As you can see, none of my tested web hosts suit your needs in TomCat. Unless you are willing to fit yourself with other Java Servlet Runner (for example, Resin), else I think you'll need to search some where else (Oxxis, Omnicus, Ita Network Solution, Vision Web Hosting...etc - I had never tried them but they are reputable in Java hosting industry). On a sidebote, while searching for supporting data when replying your question, I found this informative thread: TomCat vs Resin, which might interest some other readers who're looking for Java hosting, check it out.

I just switched hosting accounts… I went with a private host which was a big mistake when it came to getting help.

I am now with Hostgator. They have been excellent. They are very patient and quick to help me resolve the questions I have had.

I agree with your thoughts on managed overselling vs. unmanaged overselling. What you get from hosts like lunarpages and hostgator with their managed overselling works out fine so long as you understand what you can really do with a shared hosting account.
